York Region's first officially designated off-leash park area, where dogs can run free, started in August 2001. A pilot project, which involved the opening of a segregated leash-free zone in Milne Dam Conservation Park, ran from August 1, 2001, to July 31, 2003, at which point the permanent location on Miller Avenue was opened.
The Town of Markham has established a strict code of conduct for the park, ensuring that all activities are safe and in compliance with local bylaws. Originally, the Leash Free Markham Committee was charged with enforcing these rules, but now the responsibility has passed to the Miller Avenue Off-Leash Association. This group of volunteers strives to establish and maintain dog exercise areas, in addition to promoting responsible canine care. In providing a healthy and relaxed atmosphere in which dogs and their owners can socialize, the Miller Avenue Off-Leash Association fosters a vibrant community of dog lovers. The Association's permanent members participate in activities and meetings, and share photos of their dogs on the Association's online photo gallery.
The park is open 24 hours a day, and welcomes dogs and people of all kinds (though puppies under four months are prohibited for vaccination reasons). The facility is fenced and handicapped-accessible, and offers tables, water, and bag dispensers for collecting animal waste.
